Summary of Canada's Financial Contributions to Haiti in Response to the Earthquake

Canada is on track to disburse more than $1 billion in Haiti (2006-2012) to support long-term development and to meet immediate humanitarian and reconstruction needs, which includes Canada's $400 million post-earthquake commitment over two years. Canada has fully earmarked both the $400-million commitment and the $220-million Haiti Earthquake Relief Fund, set up to match eligible donations by Canadians to registered Canadian charities. Canada is delivering on its commitment to Haiti.

In addition to humanitarian assistance and reconstruction, part of this funding supports CIDA's three priority themes. Haiti is also one of CIDA's recipient countries for improving the health of mothers, newborns and children under the G-8 Muskoka Initiative on Maternal, Newborn and Child Health.

Canada is working with the Government of Haiti, its Canadian partners, and its international counterparts to assist the most vulnerable and rebuild Haiti, in accordance with the Action Plan for National Recovery and Development of Haiti.

Immediate Humanitarian Assistance

Canada is making a real difference in the lives of those affected by the January 12, 2010 earthquake. The Canadian International Development Agency has provided $150.15 million in immediate humanitarian assistance, which was delivered by national and international humanitarian partners to the people of Haiti:

  • $32.27 million to the International Federation of Red Cross and Red Crescent Societies for emergency and transitional shelter, water and sanitation, and health services
  • $66.25 million to United Nations humanitarian organizations, including World Food Programme, UNICEF, International Organization for Migration, United Nations Development Programme, Pan American Health Organization, Office for the Coordination of Humanitarian Affairs, United Nations Population Fund, and United Nations Department of Safety and Security, for emergency shelter, food assistance, health care, protection, and for debris removal
  • $51.63 million to Canadian non-governmental organizations and partners, including the Canadian Red Cross, World Vision Canada, Save the Children Canada, Oxfam-Québec, Médecins du Monde Canada, Centre for International Studies and Cooperation, CARE Canada, CANADEM, Handicap International Canada, Plan Canada, and Action Contre la Faim, for services such as hospital support and medical interventions, child protection and education, delivery of non-food items like hygiene kits and mosquito nets

Recovery, Reconstruction, and Long-term Development

On March 31, 2010 - Canada Pledges Further Support for Relief, Canada pledged $400 million over two years (2010-2012) to support the Action Plan for National Recovery and Development of Haiti and the priorities of the Haitian government. Of this amount, Canada allocated:

  • $105 million to sustain CIDA's ongoing international development cooperation program as well as DFAIT/START initiatives
  • $40 million for four maternal, newborn and child health initiatives to improve access to and the quality of primary health care, particularly through low-cost, high-impact programs targeting maternal and child health, with a total value of $50 million over five years for the projects (Haiti Earthquake Relief Fund)
  • $34 million for Haiti debt relief
  • $31.3 million allocated to the multi-donor Haiti Reconstruction Fund
  • $30 million for a call for proposals from Canadian organizations for short-term recovery and reconstruction projects in Haiti (Haiti Earthquake Relief Fund)
  • $26 million for ongoing humanitarian assistance to earthquake-affected Haitians (Haiti Earthquake Relief Fund)
  • $20 million for the World Food Programme's school feeding initiative to provide daily meals to some 400,000 school children in need (Haiti Earthquake Relief Fund)
  • $20 million for the building of 35 semi-permanent school structures and for providing tuition waivers for 35,000 school children and school kits to 35,000 additional children (Haiti Earthquake Relief Fund)
  • $19.9 million to the United Nations Development Programme to support the resettlement of 5,000 families (approximately 20,000 individuals) displaced by the 2010 earthquake (Haiti Earthquake Relief Fund)
  • $19.8 million for support to the Global Agriculture and Food Security initiative in Haiti
  • $16 million for the Inter-American Development Bank Grant Facility to enhance sustainable economic growth
  • $15 million through the World Bank for reimbursement of investments in the education and agriculture sectors
  • $10 million for increased support for Haitian justice and security institutions
  • $7.2 million to assist five severely affected Haitian municipalities in strengthening their institutional capacity to restore essential services to their citizens (Haiti Earthquake Relief Fund)
  • $5 million for CIDA's climate change adaptation initiatives in Haiti (Haiti Earthquake Relief Fund)
  • $5 million for a UNESCO education project
  • $4.5 million for an agricultural credit financing and insurance system, with a total value of $19.5 million over seven years for the project (Haiti Earthquake Relief Fund)
  • $1.5 million in support to the Interim Haiti Recovery Commission

In addition to Canada's $400-million commitment, other projects were initiated in 2010-2011 under CIDA's ongoing international development cooperation program:

  • $20 million for the rebuilding of the Gonaïves hospital
  • $18.1 million for the construction of the National Police Academy
  • $16.5 million for a police-training program
  • $12 million for the building of temporary facilities for key Haitian government departments
  • $8.5 million to fight the cholera epidemic
  • $5.8 million in support for the November 2010 elections
  • $2.1 million for watershed management, land use improvement, reforestation, increasing agricultural production, and creating jobs
  • $1.5 million for increasing employment and incomes for Haitian farmers

The Haiti Earthquake Relief Fund

On March 31, 2010 - Canada Pledges Further Support for Relief, Minister Oda announced the $220-million Haiti Earthquake Relief Fund, set up to match donations by Canadians to Canadian registered charities. The Haiti Earthquake Relief Fund has been allocated partly through the $150.15 million provided for immediate humanitarian assistance and the $400-million commitment over two years for recovery and reconstruction. Canada has fully earmarked the Haiti Earthquake Relief Fund. Initiatives earmarked for the fund have been highlighted above.
